This position is with the Federal Reserve Bank of Philadelphia (Bank).
The incumbent provides WebFOCUS software configuration management and development support to the Post Payment System (PPS) project owned by the Department of the Treasury's Bureau of the Fiscal Service (Fiscal Service). Incumbent interacts with PPS application developers and testers.

For FRB contractor positions the Bank requires that all contract workers be U.S. citizens and to successfully complete an initial background screening, which includes drug testing and a fingerprint-based criminal history check. Because these positions are considered Treasury-related, the contingent worker will also need to undergo a more rigorous second level suitability screening, which will include in part, a credit check, detailed personal information, personal interview of the worker, a neighborhood canvas as well as professional references. The second level screening can commence at any time after the contingent worker successfully completes the first level of screening.




Minimum Requirements:
Bachelor’s degree specializing in information systems, technology, or equivalent work experience. 3+ years of software development or software administration experience.
3+ years of experience with WebFOCUS development.
Strong analytical, problem-solving, and conceptual skills.
Understanding of the SDLC (Software Development Life Cycle) and Agile development.
Flexibility to work in a constantly changing environment. Well organized and detail oriented.
Good verbal and written communications skills with the ability to communicate complex ideas with a diverse group of people.
Ability to quickly learn new technologies,
Must be a highly collaborative, engaging, and open minded professional.

Description:

Major Duties:

Provide WebFOCUS development support to the PPS software development project team.
Advise PPS Configuration Management (CM) regarding the PPS source code repository through defined tagging, branching, and merging strategies.
Advise the PPS CM staff regarding the packaging of WebFOCUS within PPS releases for formal delivery to Fiscal Service.
Advise the PPS CM staff regarding the successful integration of WebFOCUS with other PPS applications and modules.
Consult with appropriate PPS teams on matters WebFOCUS build and release processes.
Create and maintain WebFOCUS related PPS software-build procedures.
Advise the PPS CM staff regarding deployments to preproduction and QA environments.

Supervisory Controls:

The incumbent works under the direction of the PPS Project Manager. A detailed history of code changes and document changes will be maintained by the PPS CM staff. All activities within the source code repository are audited on a per release basis to ensure that all check-ins of source code are tracked back to an authorized unit of work. Work products are reviewed for quality and appropriateness by senior technical staff. Well established procedures and processes have been defined.



Complexity:

Complexity in the duties for the incumbent are a result of having multiple releases of WebFOCUS software in active development at any given time and maintaining control over which release stream software will be the responsibility of the PPS CM staff. Work is done under time constraints and sometimes outside of normal business hours in order to maintain an aggressive schedule.
Scope and Effect:

The WebFOCUS Software Configuration Analyst receives internal direction from the manager and other CBAF team members to ensure that work is performed according to the FISMA requirements and meets the Fiscal Service’s expectations.

Contacts and Purpose:

Majority of contact is within the PPS Project Team. Other contact outside of the PPS team would be considered occasional and very limited.

Work Environment:

Incumbent will perform responsibilities on-site a. Project team members follow a clean desk policy and monthly unannounced walk-throughs are conducted to ensure adherence to the policy. Treasury Services work areas within are restricted and accessible to only authorized staff. Work is performed using a issued laptop with hard disk encryption. Incumbent receives annual and Fiscal Service information security training.
