Is the order in which target tables are selected significant?

We are under the impression that if there is a FK relationship between tables, and the parent table is not selected prior to the child table as a target, data cannot be committed to the target tables.

Is this true?

If so, how can we change the order of the target tables as seen in the text view without deleteing all the targets and re-adding them.
