The major highlights for V5 are:
National Language Version support for French, German, Spanish, and Japanese
Vastly improved performance, user management, and dashboard experience
More gadgets, more industry content
Sophisticated new capabilities including alternate targets, dimensional tolerances and weighting
Scorecard-level access control
PMX edition for OEM and embedded use in re-branded applications
In addition PMF 5.1.2 now specifically supports:
New French, German, Spanish, and Japanese UI versions
Theme Aggregation Logic & Reporting for Analysis Designer
Theme legend for all Strategy Maps
Predictive metrics (now restored and enhanced)
Ability to make Analysis Designer reports work across Scorecards
Support for Additional SVG Browser Plug-ins for IE (Renesis and SVG Map)

The following recognized product issues have been fixed in the rebase:
Some Measure Entry saves received a communications failure
Allow Strategy Map tool to remove a Theme as well as link one
(50962507) ActiveReports not working.
Left hand side of the Scorecard Dimensional Breakout Rpt to report on Current Period’s info
Allow creating a Dimension table in DB2

Issue where a non-"Administrato" ID could not create a Scorecard even when it had Admin Functional Access on Scorecards
(50992543) Visual Discovery not working – hanging in some cases.
Measure panel – cannot save decimal portion of tolerances if they are negative.
Oracle DDLs and internal code for Oracle needed additional changes.
(50782001, 50762015) Red indicator issue on large negative numbers
Scheduler issue – Dim and Measure loads
(50782001) Dimension loader issue with cardinality fields being zeroed – causes reporting issue.
Better handling of left-hand offset differences between Oval and Rectangle Strategy Maps (issue affected Executive Briefing Booklet – PDF)
V5.1.2 is certified with WF 7.6.4 and above.
The PMF Installer will automatically upgrade PMF to the latest version without requiring a manual uninstall as was required in previous releases. You can simply re-run the PMF installer to upgrade your installation.
Notes: 1. If you are working with a V4 or earlier data mart, you will have to migrate the PMF data mart manually to the V5 level. However, from V5 onward, migrations are autonomic - when the Administrator starts PMF, the application will detect and allow the administrator to automatically migrate the currently data mart by choice. PMF 5.1.2 will only work on that mart after it is upgraded. Upgrades are safe; however please always back up any mart before migrating it.
2. If you are migrating from a previous release of PMF, and any of your scorecards have rectangle shaped Objectives on the Strategy Map, since PMF now aligns rectangle and elliptical shaped Objectives the same, after completing the migration to 5.1.2 you will need to perform a one-time readjustment for the left-side positions of your rectangles. This should take you only a moment.
3. If you have PMF installed in a multi-tier configuration, please remember to run the installation separately for your Web server and WebFOCUS server boxes.
Finally, please note that PMM is now no longer generally availableThis message has been edited. Last edited by: Bob Jude Ferrante,

It's been up there for a while and been downloaded, according to my report, over 150 times. No problems found with it.
Anyway, we've just checked it out and it's still fine.
The blockage could be on your side - perhaps your browser is thinking the JAR file needs to be launched.
Tip: Make sure to right-click it and select "save target as..." in your browser. Or use an FTP program to download it.
thanks!
