Does Sync option automatically add new users from MR to PMF?
Basically what is the best way to add all MR users to PMF?

Sync option lets you pick the MR users you want to transfer for authorization with PMF. You can check off all users to add them.

If you have thousands of users to authorize, you might want to consider some sort of one-time bulk transfer. For information about that, contact your local IB support.
