Year 2016 data

I have different products for which orders have been placed with reference numbers.
I have to calculate the counts for different product and find the difference.

My desired format is

ProductId Year Jan Feb March Apr May Jun Jul Aug Sep Oct Nov Dec
  001 2015 10 20 15 20 30 5 10 20 30 08 10 12
  001 2016 15 25 5 18 25 0 12 13 30 06 40 30
Difference xx xx xx xx xx xx xx xx xx xx xx xx
  002 2015 10 20 15 20 30 5 10 20 30 08 10 12
  002 2016 7 40 25 17 25 8 17 45 04 71 50 02
Difference	xx xx xx xx xx xx xx xx xx xx xx xx
Total 2015 aa aa aa aa aa aa	aa aa aa aa aa aa
Total 2016 aa aa aa aa aa aa	aa aa aa aa aa aa

I created the report in this format(i got help from the forum earlier) with counts being calculated as count of the ORDER.NO for each product.
But now count calculation is changed and i am struggling to incorporate the new calculation.
For products 001 and 002,

If it is a multiple order scenario i have to consider only product with highest priority and take the count of Order.No.
If it is a single order scenario ,just take the count of Order. No

Now,i have few hold files where
In one hold file the count of Order. No of products with productsId 001,002,003,004 etc.
Calculate difference in another hold file.
Calculate Total in another hold file and then append using MORE command.

Not that the productId count calculation is different i am confused.
Any suggestions.?
