Is there a way to recover the deleted reports in the Report Library? Also is there any technique to Re-sequence the report versions?

Because the library repository is a set of relational database tables, once you delete a report from the library it's gone I'm afraid.
Again because it's a database yes it is possible to change the sequencing of the reports by manually updting it,
The tables concerned are BOTDATA and BOTLIB and both must be updated.
However this very definately is not supported by IBI and getting any asssistance from them would be extremely unlikely
