It seems to me it should be possible to set a filter on a master file and have it affect all downstream procedures & reports.

I followed these directions and added a VERY specific filter, which should have cut the results down to 1% of normal:

But adding the filter seems to have no effect on the results.

Any ideas?

The filters described in the link are created so your users can drag and drop them into their reports instead of creating them from scratch. They don't automatically filter the data just because they're present in the master. In order to always filter the data with a specific condition, you can create a Reporting Object which will enforce the filter when users create reports with it. The alternative to that is to use a Master File Profile.

You must look for DBA feature in the master file which seems to be what you're looking for.
