Is there a way to get the sort subheadings above the column headings?
As in:

Department Report

Employees for: Sales
Last Name First Name
--------- ----------
Smith Bob
Rabbit Jack

Employees For: HR
Last Name First Name
--------- ----------
Board Bill

Instead of what Webfocus is doing.

I will suggest create a subhead like this:
TABLE FILE EMPLOYEE<br />PRINT LAST_NAME AS ''<br />FIRST_NAME AS ''<br />BY DEPARTMENT NOPRINT<br />ON DEPARTMENT NOPRINT SUBHEAD<br />"Employess for <DEPARTMENT "<br />"Last Name First Name"
