I have a graph where I need to put in a footnote

In the setTextString i would like to put the field CARB_TOT, when i put just CARB_TOT it treats it just like a text, I tried doing but this didn't work either

Any suggestions?

setTextString(getFootnote(),"100% = CARB_TOT million tons of greenhouse gases (GHG) in &RPTYR.");

I would suggest putting the data in a SAVE file, then -READing it into an amper variable. You can then use the variable in the API command just like you are using &RPTYR.
