Is your WF version 7.6?
WHERE CAR.ORIGIN.COUNTRY IN ( 'ENGLAND' , 'FRANCE', 'JAPAN' );
is a shorter way of saying
WHERE CAR.ORIGIN.COUNTRY EQ 'ENGLAND' OR 'FRANCE' OR 'JAPAN';
The effect is the same.
