Try:

SQL SQLMSS SET USER TMPSQL01/USER_ID,PASSWORD
SQL SQLMSS EX trac_WO.dbo.lblsp_get_partno_by_workorder
END

You first have to make sure you queue up the remote connection to the SQL server properly, i.e. a hub-sub configuration. Try this example:
-MRNOEDIT BEGIN
REMOTE DEST = WFSA2003
-REMOTE BEGIN
SQL SQLMSS SET SERVER TMPSQL01
SQL SQLMSS
EX Trac_WO.dbo.lblsp_get_partno_by_workorder 'W36389';
TABLE FILE SQLOUT
PRINT *
ON TABLE PCHOLD AS LISTOFWO
END
-REMOTE END
-MRNOEDIT END
TABLE FILE LISTOFWO
PRINT *
END
