How to resolve this?

Please read the manual.

If you're joining HOLD files, then the files have to be sorted - ordered by the field you're joining with.

For a FOC1071 VALUE FOR JOIN 'TO' FIELD OUT OF SEQUENCE,try sorting the JOIN fields of the two files in ascending order, or make the larger of the HOLD files into a FOCUS database with an INDEX on the JOIN field.

It's hard to focus when the topic title is "fOCUS". Why not use a more descriptive title?

TABLE FILE COUNTRY
PRINT COUNTRYNAME
BY COUNTRYCODE
ON TABLE HOLD AS H2 FORMAT FOCUS INDEX COUNTRYCODE
END

TABLE FILE CITY
PRINT CITYNAME
BY COUNTRYCODE
ON TABLE HOLD AS H1
END

Now you can join the two holdfiles
