Is there a way to code a Data report link so it will point to an HTM file with variables in WF8 without using a URL?

Directory = A12345
file = qtrly_audit.htm
Variables to carry forward = (bu=n1 typ=n2)


This FOCEXEC command works in wf8 to create a link to a fex - is there an equivalent for an htm file?
TYPE=DATA,
COLUMN=N4,
FOCEXEC=procedure_name_here (BU=N1 TYP=N2),
SIZE=9,
