Is there a function in WebFOCUS that will do the PRODUCT calculation (similar to the =PRODUCT(A1:A10) in Excel)?

No unfortunately no PRODUCT function or subroutine.

Your best bet is to code something like this

TABLE FILE CAR
PRINT SEATS
COMPUTE NROWS/I9=LAST NROWS +1; NOPRINT
COMPUTE PRODUCT/I9= IF NROWS EQ 1 THEN SEATS *1 ELSE LAST PRODUCT * SEATS; NOPRINT
ON TABLE RECAP PRODUCT/I9=PRODUCT;
WHERE COUNTRY EQ 'ENGLAND';
END
