[SOLVED] Why does the Report Header go on top of the Page Header?

Using a combination of HEADING "Very Important Report" and ON TABLE SUBHEAD "Report 1" outputs as:

Report 1
Very Important Report

Naturally, I'd like it to display in the opposite order:

Very Important Report
Report 1

How do I do this?

Report Header will always be the top of the report and only repeated one time. Page header is for every page of the report and sub-head is at the field level and will repeat as the value of the field changes.
