What do you mean by a "WebFOCUS HTML page"? I'm not really sure what it is you are trying to accomplish. You can utilize a jar file from a jsp, but not really from a straight html page. The location of the jar file is only relevant to your application server that serves the jsp page. From an HTML page, you would access your jsp the same way as from any other HTML page (via a link.) WebFOCUS doesn't really have anything to do with it.

If you just want the jar to be available for WebFOCUS only:
/ibi/WebFOCUS76/webapps/webfocus76/WEB-INF/lib
If you want the jar to be sharable to all webapps on that tomcat server:
/tomcat/common/lib or /tomcat/shared/lib
