I am curious if any other people using ReportCaster are seeing this error.
Check your schedule.log in ibi/WebFOCUS82/ReportCaster/log/scheduler.log
Is this message 'noise'? Or, it is an error to address?
Do you have this error?

Which version are you running.. I saw a techsupport case where this was in issue with 8.2.03 and was fixed in 8.2.03M
My 8.2.06 scheduler log has these entries..
[2020-08-13 09:23:41,974] main INFO - Starting IBFS Cache Cleaner thread [2020-08-13 09:23:41,974] main INFO - IBFS Cache Cleaner ready
Thank you for using Focal Point!

Is this 'noise'? Or, something I can try to address?
