You can use:
HOLD AS filename FORMAT DFIX DELIMITER |

This will genrate report in pipe separated way directly. Can I generate report in csv format which when opened in notepad display the values in Pip separated format?

Have you checked the manual about the DFIX format yet.

There are more options than just setting the delimeter.
