I'm not even sure this is doable, but can I drill from a data point in a chart to refresh a report on the same Designer page? I can figure out how to run it in a new window, but I'd love to be able to target the container the report is already in and refresh it with the drilled down value.

There was a summit presentation that demonostrated this feature. I believe its 8207 ofcourse. Checkout the recordings for "Assembling vizuations" topic.

Yes this is possible using VISUALIZATION.
You can create a VISUALIZATION right on the designer page in new 8207 version.
on IBI_APPS home page click on visualization there you have that option.
