We use WebFOCUS 7.7.03 and have Report Caster.

If a report is bursted, is there a way in the reporting fex to determine that it is being bursted. Is there a system parameter I can use to tell?

There are a number of system variables that are specific to ReportCaster, including one named &DSTBURST. The best way to see what variables are available and their values is to create a single line focexec (as below - or place the line at the top of an existing procedure followed by a -EXIT) and run it in ReportCaster. The job log should show the results.
