Is is possible to add a new hyperlink at the top of the dashboard using view builder. Clicking on that link will point the user to a different URL, say http://google.com.

Is there a way to do this using View Builder ? Not a tab but a hyperlink.

Yes, here are the steps:

1) Under the Viewbuilder, select your view
2) Clicked on Edit Look / Selected Toolbox
3) Under the Toolbox option I entered:
a. Please Enter Toolbox Name: Google
b. Link Caption: Google
c. Link URL: http://www.google.com
d. Add to Available Links
e. Click on Submit
4) Clicked on Toolbar
5) Added the Google Link to the Available Toolbar.
