Hi,
I am not sure if it is a PDF limitation or some thing we can tweak on WF side.
From the below snippet of code on car file when we use by field the data moves to the next page and the by field is getting displayed in the next page also as expected. But, if any of the record wrap then the by field name is not coming in the second page.
Watch on the SEDAN body type when you execute the below code.

When prompted type 'Y' and 'N' to get the report with and without the issue on the by field - bodytype - sedan

-DEFAULT &ISSUE_Y_N = '';
DEFINE FILE CAR ADD
-IF &ISSUE_Y_N.EVAL EQ 'Y' THEN GOTO NXT ELSE GOTO NO_ISSUE;
-NXT
DUMMY/A300V ='Issue with bigger strings';
-GOTO JUMP
-NO_ISSUE
DUMMY/A300V ='No Issue';
-JUMP
END

If neither of those suggestions help then you would have to assume that it is functional but being vsn 7.7.03 I wouldn't like to say whether a change to the release would be made - you would have to ask Tech Support.

There is a method that could help you but it is hit and miss and does depend upon fairly rigid row structure. Using your example, I have added a NOPRINT to the BY and a couple of COMPUTEs that will repeat the BODYTYPE every 8 rows or on a change of BODYTYPE -

-DEFAULT &ISSUE_Y_N = '';
DEFINE FILE CAR ADD
-IF &ISSUE_Y_N.EVAL EQ 'Y' THEN GOTO NXT ELSE GOTO NO_ISSUE;
-NXT
DUMMY/A300V ='Issue with bigger strings';
-GOTO JUMP
-NO_ISSUE
DUMMY/A300V ='No Issue';
-JUMP
END

TABLE FILE CAR
PRINT COMPUTE CNTR/I9 = IF LAST CNTR EQ 8 THEN 1 ELSE LAST CNTR + 1; NOPRINT
      COMPUTE C_BODYTYPE/A30 = IF BODYTYPE NE LAST BODYTYPE THEN BODYTYPE ELSE IF CNTR EQ 1 THEN BODYTYPE ELSE ''; AS 'BODYTYPE'
COUNTRY
CAR
DUMMY
BY BODYTYPE NOPRINT
HEADING
"TEST_1"

""
ON TABLE SET PAGE-NUM NOLEAD
ON TABLE NOTOTAL
ON TABLE PCHOLD FORMAT PDF
ON TABLE SET HTMLCSS ON
ON TABLE SET BYPANEL ON
ON TABLE SET STYLE *
 UNITS=IN,
 LEFTMARGIN=0.205,
 RIGHTMARGIN=0.205,
	TOPMARGIN=0.000,
 BOTTOMMARGIN=0.000,
 SQUEEZE=ON,
 PAGESIZE='LETTER',
 ORIENTATION=LANDSCAPE,
	BOTTOMGAP=0.0,
	TOPGAP=0.0,

TYPE=REPORT, GRID=OFF,$
TYPE=REPORT, COLUMN=P1, WIDTH=2.25, WRAP=2.25, JUSTIFY=LEFT,$
TYPE=REPORT, COLUMN=P2, WIDTH=1.80, WRAP=1.80,JUSTIFY=LEFT,$
TYPE=REPORT, COLUMN=P3, WIDTH=2.0, WRAP=2.0, JUSTIFY=LEFT,$

Thank for the prompt response. The solution provided is good but as you rightly said it is for static with row count at 8. But our reports will have the row count depending on the data getting wrapped to next lines.
Some few observation:
When I ran the same snippet of code on my colleagues machine who is on the same version 7703 he is getting the by field displayed in the next page as expected but not sure why it's not on my machine(7703) kind of weird.
Both the machines as PDF 10.1.13 version.
When we ran the code by commenting the font
--My colleague’s pdf font is in "Courier" - Expected O/P
--Mine is showing in "Lucida Sans Unicode"
Will there be any server setting that we need to watch on?
