I am finding that, when OVER is combined with ACROSS, OVER is ignored when the report is rendered in AHTML (as opposed to HTML, XLSX or PDF), so that the verb objects are rendered as parallel columns, with column-titles -- rather than stacked as interspersed rows with the verb object identified by a row-title.

Is that a documented feature of AHTML?

According to the Active Technology documentation page 354:

Unsupported Commands and Features

OVER, including Financial Modeling Language (FML)

SKIP-LINE
HTMLCSS
Calling an external cascading style sheet (CSS) file to style reports
BORDER
OLAP
GRAPHLOOK, including conditional styling
