[CLOSED] Common Header and Footer on HTML SSI?

I would like to be able to add a common header and footer to each of our html landing pages. I do NOT want to duplicate this for every page. What is the best method people are using to accomplish this? I notice that Server Side Includes (SSI) are not enabled by default on a WebFocus install.

Top of my head:

1) Servlet filter where you change the (HTML) response object.
2) TransOut Plugin to change the response from the WFRS to the WFCL (but this will only handle HTML pages that are located on the WFRS)
