-RUN

TABLE FILE CITIDMAP
PRINT

WHERE RECORDLIMIT EQ 10
END

Only 2 things I can think to ask..

Is the Data Server setup correctly under EDASERVE?
Is the folder properties have the correct app path?

It seems the first error (FOC913) is for the line trying to do a FREE. Since the file is probably not allocated at the time of executing that line, it causes an error. If, instead of CITIDMAP, you use a wildcard, as in CITIDMA*, it will not cause an error if the file is not already allocated. However, make sure that there is no other file that you inadvertently FREE because it meets the wildcard pattern.
Not sure whet5her the second error is related to the first one or not.

Are you certain that dataset $1051.TPP.SAVE.INSPNA.PERM.D0504 exists and contains a valid FOCUS file?
See if the following sequence makes TABLE succeed (or reveals the problem):

-SET &DATASET='$1051.TPP.SAVE.INSPNA.PERM.D0504';
? TSO DSNAME &DATASET
DYNAM ALLOC FI CITIDMAP DA &DATASET SHR REUSE
? TSO DDNAME CITIDMAP
CHECK FILE CITIDMAP
USE
CITIDMAP
END
TABLE ...

(Since you allocate with REU option, FREE should be unnecessary.)
