We have a few GRAPHs with HEADINGs like:[CPDE]
HEADING
"What this graph is about"
"Apples<+0>:<+0>&PARAM1"
"Pears<+0>:<+0>&PARAM2"
"Oranges<+0>:<+0>&PARAM3"
[/CODE]

Further on in the graph, we have:
ON GRAPH SET STYLE *
  ORIENTATION=PORTRAIT,
  UNITS=CM,
$
TYPE=HEADING,     STYLE=BOLD, SIZE=8,$
TYPE=HEADING,     LINE=1, JUSTIFY=CENTER, SIZE=12, WIDTH=17,$
TYPE=HEADING,     ITEM=1, WIDTH=3,$
TYPE=HEADING,     ITEM=2, WIDTH=.5,$
TYPE=HEADING,     ITEM=3, WIDTH=3,$

But this doesn't get picked up in the generated HTML; The first line is printed in a larger font, and centered, as expected. The succeeding lines do get printed in a smaller font, however, their WIDTHs are nowhere to be found in the HTML source! The columns are printed like:
Apples:3
Pears:1
Oranges:7

So how are we supposed to format those headings?

That’s what they call an enhancement opportunity.
AKA BUG or possible designed in lack of functionality.

Only solution is to use a mono spaced font and spaces

We "solved" it a little differently, namely by inserting a mostly empty TABLE FILE before the GRAPH. That way we could obtain proper formatting without having to resort to monospaced fonts.

It would have been a little easier if IBI didn't force you to use at least one of the table files' columns in your output - it means we need to fool it into submission for no good reason.

This is how we solved it:
SET EMPTYREPORT = ON
TABLE FILE CAR
    PRINT COMPUTE X/A1 = IF CAR EQ 'X' THEN ' ' ELSE ' '; AS ''
WHERE RECORDLIMIT EQ 1;
ON TABLE SUBHEAD
"What this graph is about"
HEADING
"Apples<+0>:<+0>&PARAM1"
"Pears<+0>:<+0>&PARAM2"
"Oranges<+0>:<+0>&PARAM3"
ON TABLE SET STYLE *
    UNITS=CM,
$
TYPE=TITLE, COLUMN=N1, CLASS=dummy, $
TYPE=TABHEADING,     LINE=1, CLASS=TABHEADING, WIDTH=25, JUSTIFY=CENTER,$
TYPE=HEADING,     ITEM=1, WIDTH=3, CLASS=HEADING,$
TYPE=HEADING,     ITEM=2, WIDTH=.5, CLASS=HEADING,$
TYPE=HEADING,     ITEM=3, WIDTH=3, CLASS=HEADING,$
END

A code trick:
TABLE FILE SYSTABLE
SUM NAME NOPRINT
ON TABLE SET PREVIEW ON
ON TABLE SUBHEAD
"What this graph is about"
HEADING
"Apples<+0>:<+0>2"
"Pears<+0>:<+0>2"
"Oranges<+0>:<+0>3"
END
This will give you also what you want.
