Was your Domain created with the Resource Template? If so, then in the default Groups that get created, the role of DomainAdvancedUser has the privilege to use InfoAssist with a Reporting Object. The DomainDeveloper role has the privilege to create a reporting object. If you did not use the Resource Template to create your domain and groups, then it is a bit more complicated in that you will need to create a role with the privileges to do what you need.
