Yes, look at the function "DATETRAN". It supports international languages.

Unfortunately DATETRAN is not the complete solution. The result of DATETRAN is stored in an alpha field, which when used as a sort field, will be sorted in alphabetical order, not date order.

SET PAGE=NOPAGE

DEFINE FILE EMPLOYEE
HIRE_DATE1/YYMD=HIRE_DATE;
HIRE_DATE1A/MYY = HIRE_DATE1;
HIRE_DATE2/A40=DATETRAN(HIRE_DATE1A,  '(MYY)', '(-t)', 'NL', 40, 'A40');
END

TABLE FILE EMPLOYEE
SUM
MIN.HIRE_DATE
MIN.HIRE_DATE1

BY HIRE_DATE2
END

I reckon the closest you will get without a lot of work is to us MtY format on the date.

Or use a NOPRINT dimension:

DEFINE FILE EMPLOYEE
HIRE_DATE1/YYMD=HIRE_DATE;
HIRE_DATE1A/MYY = HIRE_DATE1;
HIRE_DATE2/A40=DATETRAN(HIRE_DATE1A,  '(MYY)', '(-t)', 'NL', 40, 'A40');
END

TABLE FILE EMPLOYEE
SUM
CURR_SAL

BY HIRE_DATE1 NOPRINT
BY HIRE_DATE2
END

GRAPH FILE EMPLOYEE
SUM
CURR_SAL

BY HIRE_DATE1 NOPRINT
BY HIRE_DATE2

ON GRAPH SET GRMERGE ON
END
