I have a requirement where the table display area size is fixed. The rows to be displayed in this table have to evenly spaced. How can I dynamically space the lines in the table. Please help.

The first question that has got to be asked is what format do you want for the output.
The second question is what release of WebFocus are you on.

Don't know if this is way you are trying to do:

TABLE FILE CAR
SUM
RETAIL_COST
COMPUTE LINES/D1 = IF LAST COUNTRY EQ COUNTRY THEN LINES + 1 ELSE 1;
BY HIGHEST
COUNTRY
BY HIGHEST
CAR
ON TABLE HOLD AS H0 FORMAT ALPHA
END
-RUN

TABLE FILE H0
PRINT
RETAIL_COST
COMPUTE SPACES/A1 = IF LAST COUNTRY NE COUNTRY THEN FTOA(LINES,'(D1)',SPACES) ELSE LAST SPACES; NOPRINT
BY
COUNTRY
BY
CAR
ON COUNTRY SUBFOOT
" "
WHEN SPACES EQ '2';

ON COUNTRY SUBFOOT
" "
" "
WHEN SPACES EQ '1';
ON TABLE PCHOLD FORMAT PDF
END
-RUN
