Is there any possibility to run (update) a FOCCACHE file(s) during the Loading Time of a Portal? This FOCCACHE file(s) would be used as data source throughout the Portal

FOCCACHE is a session cache, you might want to look at home apps to have a persistent area to store files.

And yes you can update/renew files, simply by overwriting or using MODIFY.
