The TOC works for HTML and Excel in WF8, but does not work in PDF...any ideas why?

TOC isn't available in FORMAT PDF. Notice when you switch the format from HTML or EXCEL to PDF, the Table of Contents button is shadowed.

You can use TOC in a PDF Compound Report.


Check wf81crlang.pdf page 790:

"
How to Generate a Table of Contents in a PDF Compound Layout Report
You can generate bookmarks, a Table of Contents page, or both by including the BOOKMARKS
and/or TOC object in the compound layout syntax. Then in the component definitions, specify
the Table of Contents level and description and, optionally, the BYTOC levels."
