Something is wrong here. There is no field DATE in the car database.
If I change it to

GRAPH FILE CAR
SUM 
SALES 
CNT.MODELS
ACROSS COUNTRY
END 

then my graph shows, and for France the sales are 0, no error.
So I think you did not provide all information ....
