I don't know of any out of the box commands that would give that to you. But you could use a multi-verb to accomplish what you are talking about. I have put together a short example for you using the Car file.

 SET ASNAMES = ON
TABLE FILE CAR
SUM
     CNT.CAR.COMP.CAR AS CNT_CAR
BY  CAR.ORIGIN.COUNTRY AS CNTRY_1
SUM
     CAR.BODY.RETAIL_COST
     CAR.BODY.DEALER_COST
BY  CAR.ORIGIN.COUNTRY AS CNTRY_2
BY  CAR.COMP.CAR
ON TABLE HOLD AS CNT_POC
END
DEFINE FILE CNT_POC
COUNTRY/A50V=CNTRY_1 | ' (' | EDIT(CNT_CAR) | ')';
END
TABLE FILE CNT_POC
PRINT
     CNT_POC.CNT_POC.CAR
     CNT_POC.CNT_POC.RETAIL_COST
     CNT_POC.CNT_POC.DEALER_COST
BY  LOWEST CNT_POC.CNT_POC.COUNTRY
BY  LOWEST CNT_POC.CNT_POC.CAR
ON TABLE SET PAGE-NUM NOLEAD
ON TABLE SET EXPANDABLE ON
ON TABLE NOTOTAL
ON TABLE PCHOLD FORMAT HTML
ON TABLE SET HTMLCSS ON
ON TABLE SET STYLE *
     INCLUDE = endeflt,
$
ENDSTYLE
END
