I have created multiple pages using the Templates and new templates based upon the ones supplied by IBI.

My issue at present, I need to lock the filters on top and have the panels scrollable.

Can someone give me an example of this?

Hello David,

What kind of pages are you referring to? Is this an HTML page, or a Portal page, or something else?
You should be able to position the filters and control the scrollbars easily, however I need more details on what it is exactly that you are developing.

I am using the RDF Templates and index wrapper that BI supplied template223 with 4 filters in the content-filter area.

Responsive Design Framework. It is a set of templates, css, js and jquery that responds to the size of the screen/device that is being used.

OK. You should be able to keep your filters at the top just by placing them at the top before any content areas. Whether or not a panel scrolls can be changed in its Properties by setting Overflow to Scroll.
