In MRE, what is the need for both authorization and authentication?

Is authorization when you create users, groups, and domains?

Is authentication related to the WebFOCUS environment and when do you need to use it for MRE?

Authentication determines the type of security you want to use like Internal or External (AD, LDAP, WFRS etc.)

Authorization determines the type of role defined fora given user.

All the information is available in the HELP button of that section. Also, look for documents on Managed Reporting Administration

Authentication - proving who you are. In the case of Managed Reporting it is having a valid user ID and password.

Authorization - what you are allowed to do. In Managed Reporting (assuming you passed Authentication) then the Domains you have access to and the Role your user ID has determines what reports you can see, run, edit or create.
