Mutiple reports to one excel workbook NODATA question

All,

Sending three reports to a single excel workbook.
procedure looks like below.
ON TABLE PCHOLD FORMAT EXL2K OPEN
ON TABLE PCHOLD FORMAT EXL2K OPEN
ON TABLE PCHOLD FORMAT EXL2K CLOSE
Everything is looking good except when there is no data on the second report, the first two reports don't get sent to excel, only the third report which has data.
Ran into this when I wanted to control what happens when there’s NOData situation.
The first report is a title page, second report is a detail report and so is the third. There can be situation where there is data for report two but no data for report three and vice versa. But report one should always exist cause its only the title page.
Need to do this for excel and PDF, currently working on the excel version.

Any ideas?
