The issue ended up being in the WHERE statement. The Chart code uses different syntax. It expects explicit statement of the field type something like:
WHERE DM.DM.Date_Calendar_Month_YYYYMM GE &YM_START. (|FORMAT=I6).QUOTEDSTRING;


Try to use the GUI to get a couple of examples and then try to replicate that from the editor. If I recall correctly the chart component was still broken after I fixed the code. after I created a new chart component and copied the code over the GUI was working again.

Hope this helps and can prevent some headache.
