I am Having a HTML File.
Two Input elements(Dropdown List Box) are there. Say Country and Car.
They are Chained Togather. User selects both the values and clicks on the Submit button.

There is submit button clicking on which will fetch the report in the Same window. i.e, TARGET TYPE is Window and TARGET NAME is _self.

Once the Report is fetched, I will click on the Browser's back button . This will return to the Parameter page.

Is it possible to retain the values of Country and corresponding Car drop down list boxes with the Values selected before...

Browser's back button is the trick here. Is it possible to do this ? Any Ideas will be helpful.

that's not easy.
The problem is mostly that the browsers back-button just goes back in the browsers history. So the page is taken from the browsers cache.

The choices made by the user are not part of the webpage. They're not stored in cache.
Besides that, the user makes his choices, after the page is stored in cache.

It is possible to force the browser to not cache the page. But this just shows the message "page expired".

My tip is, don't open it in _SELF.

There is a solution. But you have to use scripting. And then it's off topic for this forum I guess.

Add an onclick event on the submit button:
Write selected values to cookies.
Add an onload event to retrieve the cookies and set the dropdowns with scripting.
