Can WebFocus 8 use the browser's locale to alter dates and times to the correct values, and alter date and time formats to their regional formats?

I believe it can. However, your procedures need to accommodate for that. That 'locale' stats come from, I think, the location of the severer which is where the procedures are processed.

That's what I've been reading. It's a silly thing to do since it's what the user sees that's important. Using the locale of the browser, which is easily available, makes much more sense. I've seen javascript implementations of this though. But all this is old, 2012 and before.

I have always used JS if i have to do anything related to locale, it is easy and reliable.

If you have enabled the dynamic language switch, a user selects a language once and that choice is kept in a cookie. Default output on the server is whatever is defined in the masterfile. Using:

SET DATE_ORDER=
SET DATE_SEPARATOR=
SET TIME_SEPARATOR=
SET DATEOUTPUT=LOCALIZED

You can set the right formats you need. Especially for multinational enterprises you don't want the user's browser to be leading in choosing the date format.

Interesting. Still, not the dynamic solution that would be necessary in places like Europe. It doesn't deal with the user's timezone, which is what started me down this road, either.
