I am placing two reports in a compound document. When I try to add relative positioning I get and error message when I run the procedure. It runs fine without the relative positioning. Here is the error message I am getting.

(FOC3304) Current COMPONENT precedes RELATIVE-TO COMPONENT
Compound Report is TERMINATING

Please try it after increasing, within the GUI, the vertical position of the second report to be at least .01 below report1.

Place the first report, in text edit, above the second report. It may be that it's interpreting the placement of "COMPONENT='report2'" before it knows about "COMPONENT='report1'"
