FOCUS V7.09 was released in September 1999.

There have been at least 30 major and minor releases of FOCUS since then.

From what I can see on the internal systems all versions below and
including 7.3.12 are "Functionally Stabilized".

Tracking FOCUS stabilization dates is not as easy as with WebFOCUS, so Check with support.

However much more important Z/OS 1.4 is no longer supported by IBM so I would look at
sorting that out before you worry about FOCUS.

As long as your maintenance is upto date you can upgrade.
If it's not you cann't.
