Is there a reason that strrep won't replace a ü character (chr252)
APP_REMARKS_TEXT is an oracle CLOB field with the value: Worked with this student on a tour. Strange situation, she was aüstudent in 1980's but no records show. Wants to return and work on aüdifferent degree. Advised her to check with the registrar to getüreinstalled in our system and with testing to see if tests she took inü1997 are still valid. Explained registration process and FAFSA%
running the following (in a define)

Common problem with special chars. Try using HEXBYT(252, 'A1') instead -
