Anybody knows what is "Enable Accessibility" in the BID login page in 7.6.10?

I've found in 8.1.05 it makes folders on the reporting server not work. When enable accessibility is 'on' and you try to select a folder the webpage opens the folder above the one the mouse pointer is on. This is true in IE and Chrome. Folders below 'content' and the portal work fine.
