I am trying to build a dynamic URL for drilling down. The url should be derived from the
name of the particular CAR. Any idea ?

Change your COMPUTE to -

COMPUTE
   CCAR/A128='<a href=/tmp' | '/' | CAR || '.htm>' | CAR | '</a>' ;


and get rid of your style for CCAR.

Note that this will not work when the data contains a space.
