I believe this is expected new behavior as of 7706/81x.

You can use the Tutorials button on the ribbon of the Web Console's Application page to create which files you wish to have:

I have stand alone DevStudio (long story), so I don't have access to the BI Portal menu referenced in that SPS. In case anyone else comes along, here are instructions (courtesy of the esteemed Mr. Cullen in Support) to do this in a stand-alone DS or AS:

1. Login to the localhost reporting server console
http://localhost:8121

2. Click applications

3. Select an application or create one.
(create one using right click, new, application directory, change the
default name app01 to a name you want)

4. Right click on that selected application, new, tutorials,

5. Change the dropdown box to legacy, and select create.

Sounds like IBI stopped providing these by default starting with 8.1x.

If chocolate is gone, then we should all just pack it in and retire.

But I agree, there should be an option at install time to install the sample files, which I seem to remember used to exist.
