I feel like I'm have a senior moment for something that I think is very simple and I have a feeling someone will get this solved for me within the hour.

I've got 2 files. COURSES_REQUIRED and COURSES_TAKEN

COURSES_REQUIRED
1 - Course 1
2 - Course 2
3 - Course 3

COURSES_TAKEN
1 - John Doe
3 - Mary Jane

And I need my output to be:
2 - Course 2 - John Doe
3 - Course 3 - John Doe
1 - Course 1 - Mary Jane
2 - Course 2 - Mary Jane

Something like this?:
SET SHORTPATH = SQL

JOIN LEFT_OUTER
COURSE IN COURSES_REQUIRED TAG R TO MULTIPLE
    COURSE IN COURSES_TAKEN TAG T AS J0
END
TABLE FILE COURSES_REQUIRED
PRINT T.STUDENT
BY R.COURSE
WHERE T.COURSE IS MISSING;
END

That's what I was trying but my output does not contain the employee information, only the courses they did not take.

Wep5622's solution should work, the solution is simple, join every row to every row and throw away the ones that match.

If the join fails to work, you could try holding the two files with a dummy field, say A1 of blank, and join on that.
