Yes.
If I passed the parameters for example 2 times means Hello World should display in Excel 2 times.

Ok. Well in order to output to XL you have to use a TABLE command with the option ON TABLE PCHOLD FORMAT EXL2K. This means that first you have to write your HELLO WORLDs into a file, then create a MASTER for this file, and lastly use the TABLE command to read the file and output to XL. Need help for that?

How about this:
TABLE FILE SYSCOLUM
PRINT COMPUTE THEROW/A13 = 'Hello world';
BY TBNAME NOPRINT
WHERE RECORDLIMIT EQ 1
ON TABLE HOLD AS HOLD_ROW
END
-SET &COUNTER = 0;
TABLE FILE HOLD_ROW
PRINT THEROW AS 'Column name'
ON TABLE PCHOLD FORMAT EXL2K
-START_LOOP
MORE
FILE HOLD_ROW
-SET &COUNTER = &COUNTER + 1;
-IF &COUNTER GE 99 THEN CONTINUE ELSE GOTO START_LOOP
END
G'luck
