Its pretty easy to convert DMYY to DMtYY inside TABLE FILE request.

TEST/DMtYY = Date filed in DMYY format;

I am trying to achieve the same outside of TABLE FILE request.

Any guide on this?

It's not the only way, 'cause with Focus there are multiple ways, but could be one:
-SET &DATETXT    = LCWORD(20, DATETRAN (DATECVT(20150423, 'I8YYMD', 'DMYY'),'(DMYY)', '(t)', 'EN', 20, 'A20'), 'A20');
-TYPE &DATETXT

I am trying to convert a date in DMtYY format to a string (alpha format) inside the TABLE FILE request.

I tried several functions but could not get it any where close to it.

I will make the "standard" recommendation to get hold of a copy of "(Almost) 1001 Ways To Work With Dates" from Aviter by Price w/Perlmutter.
