i have tried to create a SQL hold file and cannot seem to get it to come up Table list

Try HOLDing it instead of PCHOLDing it. The latter sends the file to the client.

Have you tried ON TABLE HOLD instead of ON TABLE PCHOLD?

Are you getting error messages?
