I did this with the report caster schedule file as that was the only one I had with a timestamp to test against. Hopefully you can translate it to your data.

DEFINE FILE BOTSCHED
HOUR_I/I2=HPART(BOTSCHED.BOTSCHED.LASTEXTIME, 'HOUR', HOUR_I);
HOUR/I2=DECODE HOUR_I(00 '12' 01 '01' 02 '02' 03 '03' 04 '04' 05 '05' 06 '06' 07 '07' 08 '08' 09 '09' 10 '10' 11 '11' 12 '12' 13 '01' 14 '02' 15 '03' 16 '04' 17 '05' 18 '06' 19 '07' 20 '08' 21 '09' 22 '10' 23 '11');
MINUTE_I/I2=HPART(BOTSCHED.BOTSCHED.LASTEXTIME, 'MINUTE', MINUTE_I);
AM_PM/A3=IF HOUR_I LE 11 THEN ' AM' ELSE ' PM';
TIME_OF_DAY/A10=EDIT(HOUR) | ':' | EDIT(MINUTE_I) | AM_PM;
END
TABLE FILE BOTSCHED
BY BOTSCHED.BOTSCHED.JOBDESC
BY BOTSCHED.BOTSCHED.LASTEXTIME
BY BOTSCHED.BOTSCHED.TIME_OF_DAY
ON TABLE SET PAGE-NUM NOLEAD
ON TABLE SET ASNAMES ON
ON TABLE NOTOTAL
ON TABLE PCHOLD FORMAT HTML
ON TABLE SET HTMLEMBEDIMG ON
ON TABLE SET HTMLCSS ON
ON TABLE SET STYLE *
INCLUDE = IBFS:/FILE/IBI_HTML_DIR/ibi_themes/Warm.sty,
$
ENDSTYLE
END
